WHERE WE'RE AT

Following the Bowers District Master Plan’s approval and incorporation into the City’s Official Community Plan, we submitted a rezoning application in December 2023. The rezoning application is currently under review by the City.

The Garden Centre Is still open

The Green Thumb Garden Centre remains open for the foreseeable future. The redevelopment project will happen in phases, from south to north,
and the Green Thumb operations will remain open for as long as possible. Please, direct comments and questions about Bowers District to the redevelopment team:

COMPREHENSIVE PLANNING

OCP Amendment (2022)

The Bowers District Master Plan is now part of the City of Nanaimo Official Community Plan (OCP) and contains detailed policies to guide future development and change on the site over the next 25 years. The plan provides a roadmap for future land use and urban design, transportation, open spaces, infrastructure, and sustainability measures that support the community’s vision for the future.

It also sets a framework for more detailed planning steps that include rezoning, subdivision, and the development permit process to guide growth in this area.

DEVELOPMENT PLANNING

Rezoning Application (2026)

The Bowers District Rezoning Application is the next step in implementing the Bowers District Master Plan. The application seeks to establish site-specific zoning regulations and a comprehensive development strategy to guide future land uses, building forms, transportation connections, parks and open spaces, infrastructure, and community amenities across the site.
